What to Expect During Construction

Arlington Re-Gen construction began December 2025. All construction activities will be managed to ensure plant operations continue uninterrupted and to minimize impacts to surrounding neighborhoods.

Location

All work will take place within the Water Pollution Control Plant footprint. The plant will remain fully operational throughout construction, with no interruptions to wastewater treatment services.

Schedule

Construction activities will ramp up throughout 2026. Most work will occur during approved daytime hours.

As construction progresses, neighbors may notice increased on-site activity, including equipment movement and material deliveries.

Construction schedule

  • 2025 and 2026 - Early work package includes site preparation, utility relocations and demolitions
  • 2027 to 2031 - Main Work Package includes new facilities and new resource recovery process
  • In 2031, Commissioning period includes testing and phased startup.

What You May Notice

  • Construction crews and equipment operating at the plant
  • Delivery trucks entering and exiting the facility
  • Temporary staging areas and fencing as work progresses

Noise and Vibration Monitoring

To protect nearby neighborhoods, construction includes active noise and vibration monitoring:

  • Six automated vibration monitors placed throughout the site
  • Two automated noise monitors located on opposite sides of the plant

The construction team is notified immediately if noise or vibration approaches maximum allowable limits. This monitoring allows the team to adjust activities quickly if needed.

Dust Control

Multiple tools will be used to control dust, especially during demolition activities:

  • A vacuum-style street sweeper will be on call as needed
  • Demolition contractors will use water-based dust suppression systems during building demolition

Traffic Impacts

  • No street closures are anticipated during the Early Work Package (2025 - 2026)
  • Construction truck traffic will be limited and managed as vehicles enter and exit the site

Overall traffic impacts during early construction are expected to be minimal.

Parking

  • Construction staff will park in the lot on 31st Street South
  • No construction staff parking is permitted in surrounding neighborhoods
